At the Charles L. Collins Memorial Scholarship, we are deeply committed to fostering the academic dreams of Perrysburg High School seniors. Established to honor the legacy and values of Charles L. Collins and his family, our scholarship program assists one graduating senior each year by reducing the financial burden of their freshman year at any four-year college or university.

Chuck Collins

Chuck Collins served Perrysburg, Ohio as Service Safety Director from 1966 to 1983. His appointed tenure was during Mayor Lloyd Neiderhouse’s term. All five Collins children attended Perrysburg schools as late as 1979 while his wife, Barbara Bell’s four children also attended Perrysburg schools through 1985.

Mr. Collins was the first in his family to attend college, becoming a Civil Engineer after four years at the University of Massachusetts. In 1979, he encouraged Rod to improve his academic performance, promising financial support for attendance at any four-year college of Rod's choosing. This pivotal moment laid the foundation for a key aspect of the Collins Scholarship: rewarding academic growth and empowering students to pursue their educational aspirations at any four-year institution.

Awards are funded from interest/dividends/growth, and scholarship amounts are determined based on five rolling quarters.

Scholarship Determination Process
Scholarship amounts are calculated based on the fund’s performance over five rolling quarters. This allows us to allocate awards sustainably, ensuring long-term support for our recipients.

Scholarship Eligibility and Selection Criteria

  • Average to above academic achievement, with preference to recipients who have demonstrated improved academic performance during their final one or two years of high school;
  • Involvement in extracurricular and/or community activities (i.e., athletic, musical, artistic, academic, etc.) and/or paid employment, during his/her high school year; and
  • Need for financial assistance in order to pursue education beyond high school, with preference to recipients who have not been awarded other scholarships, grants, etc, or recipients who have only been awarded scholarships or grants that cover a small percentage of the amount needed to cover anticipated post-secondary educational expenses (e.g., tuition, books, instructional fees, etc.).

There are no fees or salaries siphoned from your donations by the PHS Foundation or the Collins family. The Toledo Foundation earns 2% to manage the fund and has returned many multiples annually to more than showcase their hard work. This careful management has allowed the fund to grow substantially, thereby amplifying the impact of every donation received. It is our pride to offer this scholarship annually, ensuring that Charles L Collins' legacy of education and community support lives on.
